M2741 Methodist Church Warm Hub Grant
Councillor Jeffreys had called into the warm hub at the Methodist Church and said that about 9 or 10 people were attending at that time, but said that there was such a warm welcoming atmosphere and that this should be advertised better.
They have been advertising on local social media. The Administration Manager will speak with Louise Beaumont and put something in the next Cotgrave Connections Newsletter.
2783 Councillor K Chewings asked if the group had come forward for the remainder of the grant that council had awarded the group. The group had not yet requested the additional funding offered due to the fact that numbers had been less than expected of the Christmas period, but are aware that the funding is available to them if needed.

M2775 Bridge at Hollygate Lane
A reply has been received from the Planning Authority to say that they can confirm that the design of the bridge has yet to be determined and ongoing design discussions and further information on the application is still under discussion and hope to provide Council with further information shortly.

Councillor Butler informed Council that he and Councillor Healy had met with Barratts and the architects this week and designs are being drawn up and a planning application will be submitted.

Councillor K Chewings said that there had been a breach of planning requirements by the borough council and that the previous design was not disability compliant.

Councillor K Chewings proposed that Council invite a representative of Barratts to the next Council meeting being held on 8th February to speak with council.

2793 Members considered and approved the Statements for November 2022 as reproduced at the back of the Minute Book.
At the end of November Council had £35,988.85 in the Co-op account, £137,728.62 in the HSBC account and £201,409.53 in the NatWest account.
2794 Nottinghamshire Local Government Pension Fund – Triennial Actuarial Valuation
Council have received notification of the Triennial Actuarial Valuation, which was carried out on 31st March 2022. The main purpose of the valuation is to set employer contributions for the following three years.
The valuation will be finalised in March 2023 and the certified contribution levels will be published in the final valuation report.

Council Meeting Dates
2796 Due to the recent announcement of the Coronation date, 6th May 2023, and subsequent additional bank holiday given on 8th May 2023, and also with the election being held on Thursday 4th May, it will be difficult to issue the agenda and papers in a timely manner, so therefore the Clerk has requested if it would be possible for the Council’s Annual Town Meeting, Annual General Meeting and Ordinary Council Meeting of 10th May be rescheduled to Wednesday 17th May 2023?

Working Groups
Pensioners Christmas Meal
2798 The pensioners Christmas meal took place on Wednesday 21st December at the Nottinghamshire Golf and Country Club. From the 160 tickets sold, 145 residents attended the meal, and all enjoyed the event. The Golf Club had provided an exceptionally good meal and the event was accompanied by a musical trio playing and singing Christmas Carols.
2799 Council wanted to thank Councillor L Healy for the work that he had put in in organising the event and , R Butler and C Jeffreys for helping out on the day at the golf club.
Rushcliffe Borough Council Local Development
Low Carbon Energy and Sustainable Design Supplementary Planning Document
2800 Rushcliffe Borough Council has published for consultation the draft Low Carbon and Sustainable Design Supplementary Planning Document (SPD). The consultation finishes at 5pm on Friday 3 February 2023.
2801 The draft SPD will supplement the Rushcliffe Local Plan (part 1: Core Strategy and Part 2: Land and Planning Policies) and national planning policies, guidance and building regulations. The purpose of the draft SPD is to provide guidance on the opportunities to reduce carbon emissions and deliver sustainable developments for applicant when they prepare and submit applications and when Rushcliffe Borough Council determines them.

Cotgrave Futures
2804 Councillor K Chewings said that there was very little to report at Cotgrave Futures and everything was working well.
2805 Councillor I Shaw asked if they were still having issues with the young people climbing onto the roof of the building. This was an ongoing issue, but the roof was regularly painted with anti-vandal paint.

2806 Nottinghamshire Children’s Centre Service
A letter of thanks has been received from the Children’s Centre for Council’s contribution towards their Christmas Toy Appeal.
They had a total of 144 children (74 families) nominated and were able to provide several toys to each child, including ‘family hostel’ within the County.
2807 Rushcliffe South Villages – Community Safety Group (RSVCSG)
Kelly Carlile, the Rural Beat Manager for Rushcliffe South has emailed Council informing that they are looking to re-introduce the Community Speed Watch (CSW) and asking all those who were previous involved if they would like to take part in the scheme again, which is run by community volunteers supported by their local Parish Councils.
New equipment would need to be purchased at a cost of £450 and are asking councils to fund this equipment if a CSW was set up.
2808 Councillor K Chewings asked if Council still had the speed gun that was previously used. This was still in councils’ possession.
2809 The Clerk will contact PC K Carlile to get more information and how to move forward with this initiative.
2810 Resident
A resident of Cotgrave had written to Council to give some positive feedback from her family for the very much appreciated crafts and toys that have been purchased for the library, from Council funding.
She also wanted to thank council for larger family events that Council has organised, including the fireworks, the Remembrance Day Parade and Christmas Lights Event.
2811 Rushcliffe Borough Council – Greater Nottingham Strategic Plan – Preferred Approach Consultation end Tuesday 14 February 2023
The Strategic Plan will re4place the Rushcliffe Local Plan Park 1: Core Strategy which was adopted in 2014. The {Preferred Approach focusses on the amount and distribution of proposed housing and employment development and the identification of strategic sites in the area to 2028.
Further information of the consultation and how to comment can be viewed at www.gnplan.org.uk/preferredapproach. A hard copy is also available to view at the Rushcliffe Customer Service Centre, Gordon Road, West Bridgford and at all public libraries within Rushcliffe. The consultation closes on Tuesday 14th February 2023.
2812 Trees for Climate
Information has been received about the Greenwood Community Forest. The group has secured funding to carry out woodland creation proves in Nottinghamshire and East Derbyshire, and are looking to create woodland areas in the right places.
Clerks Reports
2813 The Clerk has received information for the position of council’s Internal Auditor. A quote has been submitted to carry out the internal audit for 31st March 2023 for the annual figure of £220.
2814 The Clerk will appoint the Internal Auditor.
Councillors’ Reports
2815 Councillor Butler gave an update on the poor condition of the road at Hollygate lane and towards the junction with Colston Gate. He had met with a senior highway official, and they will be attending to carry out further repairs to the road. New white lines and a new give Way sign will also be installed at the junction of Hollygate Lane and Colston Gate.
2816 Councillor Butler also informed council that the speed restriction on Stragglethorpe Road is to be reduced to 50mph.
2817 Councillor M Chewings said he had been asked what the camera was that has been installed on Owthorpe Road near to the junction with Gripps Common.
2818 Councillor Butler said that this was a Police ANPR camera for recording vehicle registration numbers.
2819 Councillor B Handbury said that he has been informed that Cotgrave Country Park was one of ten finest parks in the UK.
2820 Councillor Butler also commented that the Cotgrave Country Park has been nominated to become a Local Nature Reserve (LNR). Nottinghamshire County Council will be submitting management plans to Natural England. This is one of 5 country parks in the county being put forward.
2821 Councillor Simpson informed council that the bottle banks located in the car park at the Rose & Crown public house have been removed and that people living in that area with no transport are struggling to get rid of their glass items for recycling and asked if a bottle band could be provided in this part of the town.
2822 The Administration will contact Rushcliffe Borough Council.
2823 Councillor I Shaw has notice that on very dark nights coming into the town on Plumtree Road there are no white lines on the edge of the road. Councillor Butler will speak with the Highways Department.
