Councillor Shaw informed that the repairs have now taken place.

A meeting will be held on Tuesday 16th July with Rushcliffe Borough Council to discuss the football pitch use at Madisson Field.
0856 M0808 Grant Cotgrave Young People’s Centre
The grant has been offered to the Young Peoples Centre and payments details have been requested from them, but the payment is still pending.
0857 M0809 Terms of Reference Finance Committee
Councillor Shaw asked if the Terms of Reference had been drawn up. These will be presented to the Finance Committee at its first meeting being held on 16th September.
0858 M0820 Broadmeer Park
A date for a pre installation meeting for the new piece of equipment has been set for 31st July 2024. The installation of the equipment will follow soon after.

The Facebook page has now been set up and is running very well.
0860 M0828 Youth Council
A meeting is being held on Tuesday 16th July with INW to further discuss a Youth Council. The Clerk has spoken to the Clerk at Ollerton Town Council and how their youth council runs.
0861 M0830 Lingford and Ringleas Proposed Parking Restrictions – Double Yellow Lines
Further to the initial consultation, the next stage of the consultation is to publicly advertise the scheme. The proposed ‘No Waiting at Any Time’ restrictions (double yellow lines) are being introduced to address inconsiderate and obstructive parking at these junctions.

0865 Councillor Ellis asked about the payment for replacement water boiler at the sports pavilion. The boiler needed to be replaced after the old boiler failed and caused water leaks in the building.
0866 Councillor Ellis also asked about the payment for anti-virus for Council’s computers/laptops and asked why this is paid for when you can get free anti-virus software. The Clerk will speak to council’s IT contractor.

Grants
0869 A grant request has been received from Cotgrave Library for £250 to be able to purchase a new Christmas Tree to display the Christmas competition entries and also for some craft
items.
0870 Resolved : To award a grant of £250 to Cotgrave Library. (Local Government Act 1972 Section 137)
0871 A Grant request has been received from the Friends of Cotgrave Church of England School PTA for £1,226.00 towards the group taking 111 children to this year’s Christmas Pantomime at the Nottingham Playhouse. Pupils will be asked to pay a donation and also a donation of £500 from the PTA.

Working Group Updates
Summer Market 3rd August 2024
0873 There is 11 stalls booked onto the market on 3rd August, plus 2/3 pending confirmation.
0874 Blu, who are celebrating their 20th anniversary, have asked if they can run some event alongside Council’s event and are planning to provide some music.
0875 Along with the skateboard and slacklines, the Children’s Centre will be providing some activities for the younger children.
0876 The Police will also be having a stall providing information.
Christmas Tree and Pensioners Meal
0877 Council considered the option of purchasing/hiring an artificial Christmas Tree, this could be either purchased outright or hired over either 3 or 5 years.

0878 Resolved : “Not to purchase an artificial tree and continue to purchase a real tree to be installed on the shopping centre.
0879 Councillor Healy will be working on the pensioners meal and will provide an update at the meeting on 9th September.
0880 Councillor Woodward asked if this event could be held across a whole week and if the event could be held in Cotgrave.
Ringleas Play Area – All Inclusive Roundabout Repair
0881 Council considered the quotation for the repair of the roundabout at Ring Leas Park. Streetwise, who have provided the quote, have just completed the same repair at another site, which has been successful.
0882 Council Resolved : “To approve the repair work to the roundabout at Ring Leas Park at the cost of £1,602.57 + VAT.
New Laptop
0883 The Clerk’s current laptop was purchased in 2020 and has been having issues with internet condectivity.
0884 Resolved : “To agree to purchase a new Lenovo for £500 + VAT, plus associated works for £130 to £200 + VAT.”
Cotgrave Futures
Reports from Trustees
0885 The Chairman of the Trustees provided an update. The outstanding accounts have now been signed off, and the Trust is in a good financial position.
0886 The new Administration Manager, is continuing to work towards reducing costs for the building and providing good administration for the building.
Installation of Kneeling Rails
0887 A quotation has been provided to install some kneeling rails at Cotgrave Futures. Cars have been found to be parking on the grass at the front of the building.
0888 Resolved : “To install kneeling rails at Cotgrave Futures at a cost of £219.92.”
Installation of additional CCTV cameras, fencing and planting
0889 Following the anti-social behaviour on the Community Garden, it has been suggested that two additional CCTV cameras, some new fencing and pyracantha bushes are installed along the fence line between the garden and Cotgrave Future Car Park.
0890 To purchase 30 Pyracanthas’ would cost £73.50 and a quotation for additional CCTV, which includes 1 year full parts and labour is £3,632 +VAT
0891 The Trustees have agreed to pay one third of the cost and asked Council if they would be willing to also pay one third, asking the Community Garden to pay the remaining third.
0892 Resolved : “To contribute one third of the cost for additional CCTV, fencing and Pyracanthas.”
Nottinghamshire Association of Local Councils AGM
0893 The AGM will take place on Saturday 12th October at YMCA Newark. If any councillor wishes to attend, the Clerk will put their name forward.
Proposed junction changes at The Cross/Plumtree Road
0894 A resident has produced an unofficial report on the proposed changes following receiving notification from NCC Via of works to be carried out at the junction.
0895 Councillor Butler said that it has not yet been possible to arrange a meeting between NCC Highways (Via), Rushcliffe Borough Council, Barratt Homes and Taylor Wimpey to discuss this issue, which is part of the planning permission of the new housing being built in Cotgrave.
0896 Councillor Shaw asked if Cotgrave Town Council could also be included in this meeting.
0897 Councillor Butler asked if he could share the residents report at the meeting.
Watering of Flower Baskets
0898 The Clerk asked Council to consider paying council’s groundsman for watering the flower baskets on 2 weekends in July, as he was on annual leave during the week.
0899 Resolved : “To pay council’s grounds man double time for water the flower baskets on Sunday 14th July and Saturday 20th July.”
NALC & SLCC Campaign
0900 Council has received further information regarding a campaign on the safety of lithium-ion batteries and their disposal. They are asking for local councils to support this campaign.
0901 Council were in full support of the issues relating to electric power micromobility vehicles but asked to Clerk to look further into this campaign before they commit to supporting the project.
Dr Macdonald’s Bench
0902 The opening of Dr Macdonald’s bench is to take place on Saturday 20th July on The Green.
0903 Approximately 60 invitations have been sent out to attend a private reception following the public opening at Cotgrave Futures, Council have agreed to provide some light refreshments.
0904 Resolved : “To agree up to £200 for refreshments for the reception.

0905 Opus Energy
Notification has been received from Opus Energy that they have signed an agreement to sell most of their customer portfolio to EDF. Council’s contract with Opus runs until the end of January 2025.
Update from Ward Members
0906 Councillor Chewings informed Council that the planning application for the Manor House on Owthorpe Road had been granted approval, but with stringent conditions.
Clerks Reports
0907 An email has been received from Craig Moxham, Head Teacher at the Church of England School inviting anyone from Cotgrave Town Council to his leaving event being held at All
Saints’ Church on Friday 26th July at 2.30pm.
0908 Council asked for a letter to be written to Craig thanking him for the years he has spent as Headteacher at the Church of England School.
Dementia training
0909 An invite has been received from Belvoir Health Practice to a Dementia Awareness session on 23rd September at the Methodist Church, 2-4pm. All members of the Town Council are welcome to join the event, please let the Clerk know if you wish to attend.
Councillors’ Reports
0910 Councillor Mitchell said that the hedge of Crosshill had now been cut back.
0911 Councillor Healy was pleased that the Police were working with the Community Garden to resolve the anti-social behaviour issues that they have been having.
0912 Councillor Healy also asked if there was any further update on the location of the recycling bins on the Shopping Centre. Councillor K Chewings would chase this up with the Borough Council.
0913 Councillor Butler was aware of the broken seat on Colston Gate by the bus stop.
Councillor Butler said that councillors had been asked for any nominations for key priorities, Stragglethorpe Road resurfacing has already been agreed, but he has now put forward for the resurfacing of Ringleas for consideration for this year.
0914 Councillor Butler mentioned that Cotgrave is now known as a Town and not a parish and was unsure why Cotgrave become a Town Council. Councillor Woodward said that she thought this may be to do with the population number.
0915 Councillor Chewings has contacted the Planning Department at the Borough Council regarding an issue on the construction site for the new homes where they are pumping out water into the country Park. He is expecting an update very shortly.
0916 A resident has contacted him regarding trees in the buffer zone at Ringleas Park overhanging their gardens.
0917 Councillor Shaw asked if the planting of the shopping centre by the Community Garden has been completed. There still seems to be areas containing no plants.

0918 Council discussed options for the provision of football pitches for Cotgrave FC.
0919 A meeting will be taking place with Rushcliffe Borough Council on Tuesday 16th July, this will be followed by a meeting with the Chairman of Cotgrave FC.
