Non-accessible content
The content listed below is non-accessible for the following reasons.
Aged and Archived PDF Documents will remain in the PDF format due to the excessive amount for work required to convert these documents into an accessible format.
Documents and Images sent to us with no accompanying text cannot be easily converted, although every effort will be made to obtain text versions of these items.
Non-compliance with the accessibility regulations
Some older images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content).
We plan to add text alternatives for all current images by December 2020. When we publish any new content, we will make sure our use of images meets accessibility standards.
Disproportionate burden
Navigation and accessing information
There is no way to skip the repeated content in the page header (for example, a ‘skip to main content’ option).
It is not possible for users to change text size without some of the content overlapping.
We have assessed the cost of fixing the issues with navigation and accessing information, and with interactive tools and transactions. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations. We will make another assessment when the supplier contract is up for renewal, likely to be in 2025
Historical PDFs
PDFs and other documents
Some of our older PDFs and Word documents are retained for historical reasons. We do not intend to change their format due to cost implications.
Content that is not within the scope of the accessibility regulations
All New documents will be provided in HTML format unless the original document is provided to the council as an image.
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix [any documents prior to 23rd September 2018, if a document is required please contact using the email provided].
Any new PDFs or Word documents we publish will meet accessibility standards.
What we are doing to improve accessibility
The current improvements to the web site have been delayed due to the Covid-19 pandemic. We intend to make the required amendments by December 2020.
