2610 M2531 Cotgrave Police
The police have been contacted and are hoping to be able to attend meetings in November and/or December depending on their work allocation.
2611 The Clerk together with Councillors R Butler, L Healy, Councillor Rob Inglis (Rushcliffe Borough Council) and the Administration Manager met early this week with PC Cai Kemish and Sergeant Brett Price to discuss an issue of ASB, regarding young people climbing on the roof of the Methodist Church and the Scout and Guide Hall. This ongoing issue has been reported to Council by a resident who is affected by living in a property backing onto Chapel Lane.
2612 The police are also changing their current priorities from rural crime to the ‘Fatal Four’ leading up to the festive season and ASB.
2613 M2534 Councils Insurance Policy
The Clerk had referred this matter to the Financial Ombudsman and was waiting for a reply.
2614 M2572 Broadmeer Play Park
The new play grade bark has now been installed at Broadmeer Park.
2615 M2579 Cotgrave Community Kitchen
A meeting has been held between Cotgrave Community Kitchen and members of the Town Council to further discuss their request for use of the storage container at the rear of the MUGA.
2616 Councillor K Chewings relayed concerns to them using the container including access issues and requested that CCK provide Cotgrave Town Council will detail plans and a risk assessment prior to Council making a decision. His main concern was the suitability of the container for the use required by CCK.
He highlighted to the CCK that Council still may not agree to their plans even once documents have been provided to Council.

Financial Statements
2620 Members considered and approved the Statements for August 2022 as reproduced at the back of the Minute Book.
At the end of August Council had £35,988.85 in the Co-op account, £60,428.19 in the HSBC account and £201,191.73 in the NatWest account.
Budgets 2023-2024
2621 The Clerk asked for members to put their names forward for the working group for 2023-2024 budgets.
2622 Councillors R Butler, K Chewings, S Ellis and I Shaw wished to join the working group.
2623 Council requested the information on the level of reserves that any council should be holding, the Clerk will have this information ready for the budget meeting.
Grants
2624 An application has been received from Cotgrave Candleby Lane School Choir. They have
requested a grant of £400 to cover the hire of a bus to transport the choir to London to
perform in a school near to Wembley.
2625 Council were fully in support of the grant request and
2625 Resolved : “To award a grant of £400 to Cotgrave Candleby Lane School.”
Working Groups
Cotgrave Miners Memorial
2626 Councillor Gardner and the Clerk have been researching images to be included on the memorial.
2627 A website set up by a former resident has a selection of photographs of the pit site and this option for the supply of photographs is being pursued.
Pensioners Christmas Meal
2628 Councillor Healy gave an update. The advert for the meal, which is being held on 21st December at the Notts Golf Club will be included in the next edition of Cotgrave Connections, which is due to be distributed at the end of October.
2629 The registration date for the meal is on 8th November at Cotgrave Leisure Centre between 9.30 and 11.30am.
2630 There will not be the option of having a home delivery meal this year provided by Cotgrave Town Council.
Council Events
Fireworks Event
2631 Council’s insurance company have said that there will not be any further costs if Council were to have a bonfire at the event. The risk assessment will need to be amended accordingly and forward to the insurers.
2632 Notts 4×4 are able to provide marshals for the event, numbers will be confirmed. The Clerk asked for Council to also provide some marshals. Councillors M Chewings, K Chewings,
B Handbury and I Shaw said they would be able to assist with marshalling the event.
2633 Councillor K Chewings has spoken to Cotgrave Candleby Lane School and the pupils will be making some Guys, this is as part of a project they are doing.
2634 Councillor K Chewings suggested that Council could provide some prizes for a Guy competition. He will also ask the Church of England and Ash Lea School to also take part in the competition.
2635 Resolved : To purchase 3 x £20 vouchers to be given as prizes for the Guy Competition (1 prize per school).
Remembrance Day
2636 Council was presented with an Information Pack for the Remembrance Day Parade on Sunday 13th November. This contains dates, timings, road closures, traffic management, safety information, risk assessment and the temporary road closure notification.
2637 Council have noted that the Parade will now start and return from Cotgrave Shopping Centre.
2638 Notts 4×4 are able to marshal the event for Council. Refreshments will be provided for them at the Manvers Arms during the church service.
Christmas Lights and Market
2639 Bookings are still being taken for stalls, this currently stands at 14. A children’s entertainer has been booked, along with a DJ who is also providing the equipment. Cotgrave Candleby Lane School Choir will be performing at the event. Posters advertising the event will be published next week. All the relevant licenses have been applied for.
Multi Use Games Area
2640 The Clerk had provided Council with information regarding changing the floodlight bulbs on the MUGA to LED bulbs, this will help to reduce the costs of using the lights significantly.
2641 The floodlights were restored back to use in 2010 when the MUGA was built and have received minimal attention since. The lights are switched on 7 days a week when in use, during September and October, this is an average of 2 hours per day and when the clocks go back at the end of October it becomes 3 hours per day. There are 6 posts each containing 2 lightbulbs per post.
2642 To replace all the light bulbs to LED, would be at a cost of £2694.90 +VAT.
2643 The Clerk has also obtained a quotation to supply and install 2 x 40 m 12-degree passive movement infrared detectors, which would form a X pattern of detection/coverage across the MUGA, this would enable electricity savings when no one is using the MUGA during the times when the lights would be switched on.
2644 If these works were carried out at the same time as changing the light bulbs, this would be at a cost of £874.40 + VAT.
2645 Resolved “To replace the lights builds with LED bulbs at the cost of £2694.90 and to install infrared detectors at the cost of £874.40 on the MUGA.
Cotgrave Futures
2646 Councillor K Chewings informed Council that the kitchen refurbishment was now complete, the kitchen was a high-grade stainless steel.
2647 The Administration staff has now return to the office following her maternity leave.
2648 The Trustees will be holding some stakeholder meetings, which will take place every quarter, Cotgrave Town Council will be invited to attend the meetings.

Clerks Reports
2650 The Clerk informed Council that the following planning applications would be considered by the Planning Commission on Thursday 13th October. This meeting will be streamed live via YouTube for the public to listen and view.
22/01639/FUL Rushcliffe Oaks, Main Road, Stragglethorpe – installation of freestanding Solar Photovoltaic Generation system and associated works.
22/00243/FUL Land north of Cotgrave Road, Owthorpe, Nottingham – erection of 4 No. poultry buildings; 8 No. feed bins, 2 No. feed blending rooms, gate house, generator, plant room, water tank, dirty water tank and gas tanks. Creation of new access road, car parking and concrete apron as well as new attenuation pond.
2651 The Clerk has been information that Rialtas, Councils accounts package provider has been sold to N Harris Computer Corporation. Harris is a subsidiary of Constellation Software, Inc. which is the 2nd largest software company in Canada.
2652 Rialtas will be led from within a current Harris UK business called Quicksilva, who are experts in NHS integration and digital managed services.
2653 The Clerk has received notification from Rushcliffe Borough Council’s Planning Contributions Officer that a total of £9.882.86 of Neighbourhood CIL for Cotgrave has been collected between 1st April and 30th September this year. The funds will be paid to Council in the next few weeks and put on to the agenda for discussion.
2654 Councillor C Jeffreys wishes to attend the Nottinghamshire Association of Local Council 2022 Annual General Meeting on 21st October 2022.
Council was in full agreement that Councillor Jeffreys attends the event with full voting rights on behalf of Council.
2655 Mick Dutton & Sons have informed council that they have a John Deere Gator 855, diesel, 14 Registration utility vehicle for sale at £8,000.
2656 The Clerk has asked for more details and whether a trade-in would be considered if Council wished to update any vehicles.
2657 The Chairman of Cotgrave FC has spoken to the Clerk asking if the football club could have use of the dog walking area of Maddison Field, in addition to the current football pitch behind the fence, on Saturdays during the football season and some Sunday mornings.
2658 The football club is growing and now has approximately 30 teams and is struggling to find places to play matches in Cotgrave.
The Clerk will ask the Chairman of Cotgrave Colts to forward a proposal to Council for consideration at the next council meeting.
Councillors’ Reports
2659 Councillor K Chewings asked if the fuel costs for each of council’s vehicles could be monitored, this would help form a decision on what vehicle would be best practice for the work which the ground staff now complete.
2660 Councillor D Eldridge asked about the gates on the leisure centre and if they were ever closed. Closing them may help with the amount of ASB in the Leisure Centre car park.
The Clerk will speak to the manager of the Leisure Centre.
2661 Councillor Ellis asked if Cotgrave Plastic Free would be able to hold an event on the shopping centre. They would need to contact Rushcliffe Borough Council as the owners of the shopping centre.
2662 The Clerk noted that Plastic Free could join one of the ‘pop -up’ markets being held the last Friday of each month and could ask for a pitch at the Christmas Lights Event.
2663 Councillor L Healy stated that the Police and Crime Commissioners would be visiting Cotgrave on Wednesday 19th October between 9.30 and 11.30am.
2664 Councillor N Monday raised the issue of the unacceptable bus service being provided by Trent Barton. Bus routes were being dropped on a regular basis including Saturday evenings. He also said the 33 bus was still not accepting card payments. He suggested that Council needed to contact Neil Clarke who is the Chairman of the Strategic Planning and Transport for Nottinghamshire County Council.
2665 Councillor Butler noted that the patronage on the buses had reduced since COVID and not returned to the numbers using prior. This could also be from the current unreliability of the service and Nottinghamshire County Council is challenging the bus operators to review and offer better services across the whole county.
2666 Some of the buses are being replaced by fully electric buses and this is great for the environment, but they are noted as being slightly slower on the journeys.
2667 Councillor M Myles said that some of the works at the Telephone Exchange on Bingham road had been completed. She was still in contact with them over outstanding works. Council agreed that Councillor Myles could contact British Telecom using her official councillor title, it she felt the need to.
2668 Councillor A Simpson had attended the Western Power Workshop. He stated that Western power are being asked at how to reduce the use of power in the future. He also asked if there was any further news on the relocation of the recycling bins on the shopping centre.
